Regulatory Compliance

Development
This Division
addresses and ensures compliance with regulatory issues under the Joint
Commission on Accreditation of Health Organizations’ (JCAHO)
Management of Human Resources Standards, Centers for Medicare and
Medicaid Services (CMS) requirements, and Title 22 requirements during
accreditation surveys. The Regulatory Affairs section of this Division
reviews and monitors all performance evaluations, job descriptions,
competency assessments, and age specific validations, as well as
performs primary source verification of licenses, registrations, and
certifications. A training section is also being established to review
and address the comprehensive training needs of DHS employees on a
Department-wide basis.

Operations
The Operations Division is responsible for processing activities related
to the hiring, promoting, terminating and transferring of all
personnel. This includes the processing of bonuses, new employee
orientation, bilingual examinations, payroll, employee benefits, address
and name changes, photo identifications background
checks/fingerprinting, maintenance of employee personnel folders,
distribution of performance evaluations, scheduling of pre-employment
and annual physical examinations, monitoring outside employment of
Department employees, and workforce reduction activities. Operations
staff is assigned at our various facilities to assist and refer
facility-based DHS employees to the appropriate DHS–HR staff.

Payroll
The Payroll Division
is responsible for ensuring that DHS employees are accurately paid. Due
to strict deadline requirements inputting all timecards into the County
Wide Timekeeping And Payroll Personnel System (CWTAPPS), DHS facility
staff should work through their designated timekeeper to answer Payroll
related questions. In the event the timekeeper is unavailable to answer
questions, the timekeeper may contact the Division Supervisor or Manager
for clarification.

Classification/Compensation
This
Division is responsible for developing new and updating existing
classification specifications, conducting single and multi job-family
reviews to ensure appropriately described and delineated class specs,
conducting compensation studies to determine the County’s competitive
posture to the local community and developing CAO/DHR recommendations
that support internally consistent and externally competitive pay
rates. In addition, they are responsible for providing assistance in
preparing organization charts, advising on the appropriate
classification based on the duties identified by the program office,
processing all Additional Responsibilities Bonuses, Sup-Sub Pay, and
Special Step Placement request to ensure consistency with management to
assure appropriate allocation request are submitted, and providing
classification/compensation consultation and services based on facility
and functional area of responsibility assignments.

EXAMINATIONS
Examination Division is responsible for working with facility and Public
Health staff in the development of examination bulletins, processing
applications, coordinating interviews and issuing Appraisals of
Promotability.

PERFORMANCE MANAGEMENT
The
Performance Management Division staff conducts disciplinary
investigations and writes disciplinary letters. Staff also provides
consultation to Department supervisors and managers in all matters
related to disciplinary action, disciplinary policies, writing proper
performance evaluations, Appraisals of Promotability, techniques for
correcting specific behavior or performance problems, and the
application of Civil Service Rules. Additionally, Performance
Management staff negotiate stipulated settlement agreements if they are
in the best interest of the Department.

EMPLOYEE RELATIONS
Employee Relations staff provide technical advise on grievances, provide
HR staffing to all local Labor/Management Committees and Meet and
Consults/Confers, conducts Appraisal of Promotability appeal meetings,
investigates employee complaints, negotiates stipulated settlement
agreements for mediations, represents the Department at mediations of
grievances with Local 660, and provides assistance to counsel in
preparation for arbitrations which includes gathering evidence,
identifying witnesses, researching policies, MOU provisions, and
education of counsel on County policies and procedures.
Employee Relations staff also meet with applicable unions on contracting
items scheduled for the Board of Supervisors’ agenda and on DHS-wide
policies and procedures. Employee Relations staff coordinated
collective bargaining activities for DHS, and reports on work actions to
the CAO and executive management.

LEAVE MANAGEMENT
The
Leave Management staff advises managers and supervisors on the Early
Return to Work Program, Family Leave Act, and Workers Compensation.
Staffs role, as lead liaisons to all parties, is to provide services to
ill or injured employees for occupational as well as non-occupational
illnesses or injuries. Americans with Disabilities Act (ADA): Fair
Employment and Housing Act; (FEHA); California Family Rights Act;
California Labor Code; 132a Non-Discriminatory policy; LACERA Disability
provisions; Short Term and Long Term Disability programs; and Civil
Service Rules.

SECURITY STAFF SERVICES
Security Services is responsible for serving as the point of contact for
all DHS-wide security matters for the Office of Public Safety, assisting
facility staff in implementation of new procedures, serving as the point
person between DHS and the Office of Public Safety in developing the
annual budget and conducting mock code drills at each facility to ensure
compliance with DHS policy on the management of aggressive patients.
